Setting the Failover Freeze Interval
After a failover, a Chassis cannot fail over again until the specified failover freeze interval expires. The default failover freeze interval is 30 seconds.
If the Standby Chassis grade changes to a value greater than the minimum quality grade gap for failover, the Standby Chassis fails over and becomes Active. The failover does start until the freeze interval expires. This is to make sure that the Chassis quality grade is stable before it becomes active. For example, a Chassis quality grade can become unstable if a fan goes UP and Down frequently.
